Mr Powell, who is United Ulster Unionist Member for Down, South, added that there were many in Northern Ireland who were under the apprehension that these Regulations would enable the tachograph to be brought into force. He asked for it to be made clear whether that was so.
Mr J. D. Concannon, Minister of State, Northern Ireland Office—who sucessfully asked the Commons to approve the Order—told Mr Powell that tachographs were not affected by the measure.
