" IN practice, they are irksome and

impracticable, are an infringement of freedom of action, and an unnecessary expense to thousands of users of delivery vans throughout the country." This is how Mr, L. H. Fearis spoke of the regulations for C-licence holders, at last week's meeting of the Gloucester

and District Grocers Association. He was proposing this resolution :— " That the members of this Association are unanimously of the opinion that the regulations, insofar as they concern drivers' permitted hours, need amendment. In practice, they cause serious inconvenience to owners of vans, their drivers and the public they serve, in addition to adding considerably and unnecessarily to the transport costs of those concerned. They strongly urge the Parliamentary Committee of the British Federation of Grocers Associations to make representations to the Minister, with a view to obtaining reasonable amendment."

Mr. Fearis submitted that the permitted hours were in excess of the requirements of the average trader. What was really needed was more elasticity, so that drivers' hours could he regulated to snit the convenience of the public arid the genuine requirements of the respective businesses. He suggested the abolition of the daily fixed hours, substituting a weekly number of hours.
