Which of the following most accurately describes the problem?

M6 toll road this month by Road Haulage Association (RHA) members is being used as a stepping stone towards hauliers having greater access to the privately-run road.

RHA regional director Nick Payne said 400 members, running about 7,500 LGVs, have signed up to the deal, which he has been working on with road owner Midland Expressway (MEL) for two years.

He said the concession was only the beginning and he aims to push MEL chief executive Tom Fanning for further access: "If the members use it and he picks up new accounts because of it, then it gives me a better bargaining tool to say, 'what else can we do?'

"I want a good deal for RHA members, but it depends on his [Fanning's] parameters, his margins, and what he's willing to discuss."

The start of the trial comes as reports emerge that MEL is apparently negotiating with the government to allow vehicles onto the road when the nearby M6 is closed. The Department for Transport was unable to respond as CM went to press.
