Which of the following most accurately describes the problem?

• Plans to improve the professional qualifications of truck drivers and managers are being prepared by the Road Haulage and Distribution Training Council (RHDTC).

Working groups of employers from livestock, bulk tanker and removals sectors are to publish assessments of qualifications in their sectors, together with plans for improvements by the turn of the century.

Employers will also be encouraged to take on far greater numbers of apprentices and promote National Vocational Qualifications for road transport at local Training and Enterprise Councils.

By 1998, the industry-funded RHDTC plans to have completed similar work for the remaining hire-and-reward and ownaccount sectors.

Ian Hetherington, RHDTC business development manager, says: "The skills demanded from the average employee in this industry are extraordinarily high compared to other sectors, but the levels of acknowledged qualifications are much lower than average."
