Which of the following most accurately describes the problem?

• Burscoughbased Elaine Creegan, trading as Creegan Distribution, has tripled her fleet authorisation at a Manchester public inquiry.

Creegan, who held a threevehicle licence, had applied for seven additional vehicles and a change of operating centre.

Her husband, Harry Creegan, said the vehicles were used for the household delivery of mail order items. The extra vehicles were necessary because customers wanted the firm to carry the goods on their own vehicle instead of using sub-contractors.

Vehicle examiner Eric Bober said he had issued an immediate prohibition, a delayed prohibition and three defect notices after examining four vehicles.

Harry Creegan said that since the end of January, inspections had been carried out every six weeks by a commercial garage, and the firm made intermediate checks every three weeks.

For Elaine Creegan, John Backhouse said that a limited company had been acquired and an application was to be made by that company to take over the licence, so the position would be examined in six months.
