Which of the following most accurately describes the problem?

A CONSORTIUM of 10 Dutch and foreign haulage and shipping concerns is planning the construction of a transit and distribution centre near Venlo, east of Eindhoven. Strategically placed on the European E3 highway, the new facility will also be rail-connected and will incorporate container handling and storage areas. A site of over 14 acres has been selected; construction is expected to start early next year.

Near the Franco-Spanish frontier at Hendaye a project for the enlargement of the existing road services terminal is now on the drawing board. Originally opened in 1961 when an average of 10 vehicles a day passed through for customs clearance the Hendaye Gare Routiere is now stretched to its full capacity of 300 lorries each day. While the extension of the terminal to accommodate up to 375,000 movements per year in 1980 will be financed by the operating company, a parallel development scheme proposed by the French government envisages the truck-port as an integral part of a trading and industrial estate to attract new investment to Hendaye.
