Even though the bus which belongs to your Preservation Society might not be a public service vehicle as defined in Section 117 of the Road Traffic Act 1960, and therefore a psv driving licence is not necessary, the driver must be 21 years of age. Section 4 of the Road Traffic Act 1972 lays down 21 years of age as the minimum age for the driver of a heavy motor car, that is in general a vehicle over 3 tons unladen weight.
