Which of the following most accurately describes the problem?

THE first fruits of a GLC policy to make London Transport more "up-market" comes with the GLC approval of a Speedbus link from Parliament Hill through Central London to Peckham Rye.

About half this route will be along bus-lanes, some physically separated from the remainder of the road.

Cost of the scheme is about £1.5m, but savings in passengers' time costs are egtimated at £950,000 a year. The full service, with a Speedbus every five minutes, could be operating in about three years.

"We are trying to eXtricate the London bus from the congestion which too often reduces it to an unreliable crawl," said Mr Jim Daly, chairman of the GLC transport committee.

Opposition to the scheme has come from the police and from local traders who will be hit by the restrictions associated with the spread of bus-lanes. Police comments said the scheme would be unworkable and unenforceable.
