Which of the following most accurately describes the problem?

within the Freightliner company over the opening of the Tilbury terminal which, originally, was not goirig to be opened until the OCL /ACT Australian services commenced from there (if they ever do). Reason was that without the Australian containers the terminal would not be viable. Now Freightliner trains are bringing containers to Tilbury. Reasons for this change is said to be congestion at Harwich because of the number of Australia-bound containers passing through that port en route for Rotterdam and Antwerp where the large containerships are loading and discharging. The trains are bringing OCL /ACT boxes through to Tilbury where they are being transferred to the European Unit Routes service (part-owned by P. and 0, as is OCL) which, also is taking them over to Rotterdam for onward loading.
