Which of the following most accurately describes the problem?

• A major debate about the organization and leadership of the Institute of Transport is likely to be inspired by the nomination of two "outside" candidates to fill vacancies on the council. Ten elected members of the council retire on September 30 annually and the Institute normally nominates their successors.

The nomination of transport lecturer Mr. Arthur F. Beckenham, and transport consultant Mr. David Hollings reflects widespread dissatisfaction within and outside the Institute—with its status in the industry and in the country.

In January the draft final report of a special committee, deliberating on the future of the Institute, was given a very restricted circulation. Members backing the two independent nominees point to "the lack of dynamism shown by the previous council" and suggest that many members anxious to sec reforms had no opportunity to present their ideas, because of the limited numbers of the draft report issued.

If the "ginger group" succeeds in its revitalizing campaign it will stress the need for full recognition by the industry of the professional competence of the Institute's qualified members and will urge the appointment of a full-time director-general charged with responsibility for fulfilling the full aims of the Royal Charter. A more professional approach to education, training and research; more effective financing of the Institute and dynamic leadership in co-ordinating and unifying organizations involved in transport education will also be urged.
