Which of the following most accurately describes the problem?

I have read your articles about new drivers and the problems that they have had with needing two years' experience.

Most HGV drivers have to start off on agency work: then, if they eventually prove themselves responsible, trustworthy and so on, they may be offered employment with a firm they have been driving for.

Also, it's only when you have a licence that you can learn to drive, especially artics, and there's a lot to learn—it's not just about driving.
