Which of the following most accurately describes the problem?

/ Industrial action by Traffic Area Offices staff is likely if the Government refuses to follow industry recommendations about The Palmer Report, warns National Union of Civil and Public Servants assistant secretary John Gallagher.

The union is launching a nationwide campaign to stop the traffic examiners being merged with the Vehicle Inspectorate. "We have 235 enforcement staff members who do not want to go to the V1„" says Gallagher.

NUCPS representatives met the DTp last week to discuss the Government's response to the industry's submissions on the Palmer review. We are very concerned about some of the comments that were made at that meeting," says Gallagher. "The talk is not about extending the service but improving the services to the public, which means looking at the efficiency of the service. The Government hasn't taken into account anything the industry said."

Following strong opposition to the original proposals from Traffic Commissioners, Transport Secretary Cecil Parkinson is expected to appoint a senior Traffic Commissioner who will head a national Licensing Authority (CM 14-20 December).
