• The Road Haulage Association has called for the return of capital allowances and the raising of the corporation tax threshold in a Budget submission to help small companies.

Higher rates of capital allowances should be introduced in stages, says the RHA, which believes that the concessions should be restricted to "unincorporated companies and companies paying the 'small companies rate' of Corporation Tax." It wants the Corporation Tax threshold raised to £250,000, and the full rate threshold raised to 21 million, Vehicle Excise Duty levels are higher in Britain than in any other EC state, says the association in its submission, recommending that: "VED for goods vehicles be allowed to stand still until the EC harmo nises excise levies."

-The overriding issue for hauliers is the inadequacy of the UK road and motorway system," says the RHA. "The economies arising from the introduction of heavier lorries and increased operating efficiency have been largely eroded by the inadequacy of motorways and trunk roads."

The RHA reminds Chancellor John Major that the .C5.6 billion planned expenditure on Britain's roads over the next three years comes out of a Government income of over £15 billion a year from vehicle taxation.
