• Hauliers transporting any kind of waste will have to apply for a licence from the Waste Regulation Authority, under tough new measures likely to be introduced as part of the Environmental Protection Bill.

Waste carriers will pay a licence fee which is "not expected to be onerous", says the Department of the Environment, and will have to demonstrate their competence to handle the sort of waste that they carry.
