In this case the missing word "only" has resulted in the loss of the true sense. If Government decided to legislate for the fitting of speed limiters to heavy goods vehicles, the RHA would press for new lorries only to be fitted. It would be neither sensible nor economic to tit speed limiters to vehicles in use.
