Which of the following most accurately describes the problem?

DAVID ZAVARONI of Rothesay was successful last week in an application to convert a contract A licence into an A licence for two vehicles for goods for Leslie Milne Ltd. in Scotland and England.

The contract A licence was granted in June, 1961, said Mr. R. Mackenzie; the intention was to allow the applicant to carry goods south. The work handled for Milne involved fruit traffic from the south, mainly the London area, with few return loads.

Mr. L. Milne, of Leslie Milne Ltd., fruit merchants, Glasgow, told Mr. J. Law, who appeared for five objecting hauliers, that their rates were too high in his opinion; he preferred the service of the applicant. Mr. D. Brown, for British Railways, pointed out that it had carried 56 tons of fruit for Leslie Milne Ltd. between January and November, but Mr. Milne made it clear that he preferred road transport.

Mr. W. F. Quin, Scottish Licensing Authority, said that there was a case for the objectors to answer.

Mr. Law said that Zavaront would simply go out and seek more business at the Glasgow fruit market if a grant were made. No evidence or letters had been produced stating that there were firms prepared to have goods carried south; at present there were adequate facilities for such work. This application was a back door entry into the trade, he said, and there was not enough evidence to support a grant.

Mr. Quin granted the application saying that the evidence offered by the objectors had been unsatisfactory. He amended the normal user to: mainly goods for Leslie Milne Ltd., Glasgow, in Scotland and England.
