Which of the following most accurately describes the problem?

COLLOWING prolonged debate in 1 the Assemblee Nationale, the French Government has revised its approach to road transport. The price of petrol has been reduced by five francs per litre and the price of oil fuel has been increased by four francs. It has also agreed to set aside £32m. for road improvement, instead of the £1m.-£2m. which has been devoted annually to road work. The money for this work is to be derived solely from the taxation levied on road users.

Proposals to introduce taxation based on vehicle weight, the subject of much acrimonious discussion, have been withdrawn. It is also reported that the Government may now pass disputed sections of the Co-ordination Decree, first put forward in November, 1949, and which has been under consideration ever since.
