Which of the following most accurately describes the problem?

ORRY drivers were criticized for Ll their use of spot lights by a member of Birmingham Chamber of Commerce at a council meeting on Monday. During the discussion of a report by the road traffic section, drivers were accused of using spot lights or fog lights badly focused and illegally placed, instead of a dipped headlight. Several members said that this was highly dangerous.

Mr. C. E. Jordan, chairman of the section, referred to visits by members to depots of the Road Haulage Executive. He said that the vrsitors bad been interested in the way in which many difficult problems had been surmounted, but the facilities were inadequate. The question could be asked whether it was wise for the Government to nationalize transport and concentrate numbers of vehicles in unsuitable premises.
