Which of the following most accurately describes the problem?

At the last meeting of the Cadishead and Irlam Council a resolution was passed in which the council expressed the opinion that steam-propelled vehicles sirculd not be permitted to use the public highways, and that the Minister of Transport should he urged toembody clauses giving powers for this purpose in any contemplated legislation, due time of course, being given to owners of v,hicles • to Make other :_ilitable arrangementa. for the conduct of their

tra ii spo •

Amongst certain clauses of the. resolution, attentiou was drawn to the serious nuisance .arising from the emission of smoke and grit from steam, wagens, and the council put forward the suggestion that places should be provided adjoining highways and away from pro:. perty, where water could be taken from hydrants and receptacles provided for the deposit of ashes and general waste. It was pointed. out that such facilities should not be provided out of local rates, but by wagon owners or by way of grants made by the Ministry of Transport. Arrangenients of this kindmay be desirable, but the suggestion of proiiibiting the steamvehicle on the road is seemingly madewithout acomplete knowledge of the invaluable work which such machines perform. .
