Which of the following most accurately describes the problem?

Brian Palmer has denied to CMthat he has ever swapped good parts for bad after a truck has passed its annual test. In general, his reply to the allegations is that if people want new trucks they should buy new trucks.

Palmer also claims to have plenty of satisfied customers, and strongly denies having done anything wrong.

In the case of SG Haulage, Palmer says Steve Gaunt knocked about £2,000 off the original price and therefore knew what he was buying.

In the case of Pollard, Palmer says he accepted a truck in part exchange which turned out to be only good for scrap. "We didn't moan—we took it on the chin," he says. He says he never claimed to be a member of ALM!. If the certificate gave that impression, he says, it was unfortunate. He adds that the certificate is not a guarantee but simply means the crane was sound at the time it was tested.

He claims he can't remember the case of Boyce but doubts that the skips had no bottoms. But he does admit that they were well used.

Palmer originally told us Lift 'n' Shift was still running from the same yard as Essex Truck Centre even though it has been dissolved, and was run by an Irishman whose name he couldn't remember The next day he told us the Irishman had gone back to Ireland and that Lift 'n Shift was no longer operating.
