It Owner-driver Nigel Harness has pursued a single-minded campaign to highlight the problem of domestic operators illegally employing east European drivers. He was finally rewarded in December when the DOT clarified the law, and again when the VI moved to warn Delamode International—a coripany which operates close to Harness's own Essex-based NH Transport.

But Harness is furious. He says the VI, police, immigration authorities. customs and MPs are among those who have repeatedly failed to act when he has reported UK trucks with Turks, Romanians, Poles and Bulgarians in their cabs. "I have been reporting crimes and nobody has been interested," he says. He wants operators to take direct action by blockading such vehicles at the docks.
