Which of the following most accurately describes the problem?

While travelling between Ashbourne and Kniveton in the Derbyshire Dales, drivers may have been rather puzzled to see signs warning of roadworks on the B5035, in Welsh as well as English. It is not the beginning of a Celtic invasion that nobody has told them about. It id down to the supplier, Cheshire-based contractor Norman Smith, which manufactures a lot of dual English-Welsh road signs for its work in Wales. A spokeswoman for the local county council in Derbyshire explains: "Rather than buying twice as many signs just to have English-only ones, it makes sense to use the English-andWelsh ones they have already. We've had no complaints, most people find it quite amusing."
