Which of the following most accurately describes the problem?

A Chester scrap merchant is claiming to be the first operator to claim the Government's £500 vehicle excise duty discount for low-emmission trucks.

G&P Holland has spent less than £4,000 on converting its 38-tonne Foden unit to LPG. As well as recouping the Vehicle Excise Duty discount, the company says it is halving its fuel bill.

"The incentive behind the conversion was the costing but we also like to think that a local scrap merchant has tried to reduce pollution to the environment," says a company spokesman.

The tipper, has a 290hp Rolls Royce engine, and is used on 80km round trips between the company's yard at Connah's Quay and Liverpool docks: each trip uses 721it of LPG out of the 901it tank.

A solenoid-operated valve releases gas into the vaporising unit only when the ignition is turned on: an impact detector will switch off the gas if the vehicle is involved in a crash.
