Which of the following most accurately describes the problem?

• Warrington-based Edwards Transport has bought its first two ERF E6 rigids. The trucks have been converted to 21tanners with the addition of a Southworth air-suspended midaxle, within the E6's 5.8m wheelbase.

The single-tyred second axle, which can be raised, is plated at six tonnes. The triaxle E6 offers greater loading tolerances, but is liable to only 2,660 in annual vehicle excise duty nearly 2400 less than a conventional two-axle 16tonner.

The E6 21-tonners have a payload of 14 tonnes, and can carry up to 14 pallets, unlike Edwards' previous 16-tonners, which could handle only nine.

The Southworth conversion costs about 24,000 excluding wheels and tyres, and takes five days to fit. The lifting axle with wheels and tyres weighs around 850kg.
