DIM-DIP devices are to become compulsory on new motor vehicles manufactured from October 1, 1986.
Announcing draft Regulations, Transport Minister Lynda Chalker stated: "The Regulations will not affect the lighting controls on the driver's dashboard, or his responsibility for using dipped headlamps when he needs to illuminate the road ahead or signal his presence in fog. But they will make it impossible to drive on sidelights alone."
