THE Bill proposed to free minibuses used by schools, churches and voluntary bodies from psv licensing requirements, introduced by David Hunt MP, looks like attracting Government support. A Transport Department spokesman told CM this week that his Ministers were hoping to support the Passenger Vehicles (Educational and Other Purposes) Bill, once it was finalised. But the Confederation of British Road Passenger Transport's director-general,Denis Quin,wants permits for non-psv minibus operation to be granted by the Traffic Commissioners, rather than County Councils. CPI' also wants the definitions of the voluntary bodies covered by the Bill to be tightened up, so that if passengers are carried at separate fares, this comes under current road service licensing procedures.
