Which of the following most accurately describes the problem?

People who joined the industry after December 31, 1974, but before January 1, 1978, will be allowed until 1980 to obtain a certificate by examination.

And anyone entering after January 1, 1978, will have to produce a certificate immediately.

It is this point which has resulted in the FTA asking for a deferment. "We are concerned that time is very short. A great deal remains to be done. No start has been possible on planning courses, and the earliest possible date to start will be September."

There will be two certificates, one for domestic and the other international haulage.

According to a DTp spokesman, the international certificate will be the same as the basic one with the addition of questions on operations abroad.

The NGTM has asked the DTp to define "international." A spokesman said: "A visit to the docks to deliver or pick up a trailer which has been or is going abroad is an interna tional journey for the purposes of drivers' hours.

"Will this mean that the transport manager has to hold an international certificate of competence?" the NGTM spokesman asked.

The question of how many certified managers a company might need if it operated from a number of bases is still under consideration.

One for each '0' licence might be the minimum, but the DTp said that licensing authorities may consider one for each depot more appropriate.
