Which of the following most accurately describes the problem?

THE name Overseas Containerport (Perry "1" Barr) Ltd. is being applied for as the title of the company being formed to operate the proposed inland Customs clearance depot at Perry Barr, near Birmingham. A site has already been acquired.

The shareholders in the company will be Transport Holding Company, Coast Lines Ltd. and Overseas Containers Ltd. Overseas Containers is a consortium of four major shipping groups—P. and 0., British and Commonwealth, Alfred Holt and Co., and Furness Withy and Co. Ltd.

The Perry Barr depot will cater for export cargo already containerized or in unit loads, or for consolidation and grouping; it will also deal with import cargo in containers/unit loads for customs clearance before distribution. It is intended that freight loaded at or destined for Perry Barr will not be broken at ports.
