Which of the following most accurately describes the problem?

TWELVE Leyland 8-ft.-wide buses, i part of an order for 49 vehicles, have just been delivered to Stockton Corporation, which is the first Tees-side undertaking ao operate vehicles of this width. Permission has been granted to run the buses on all the town routes, as well as on an inter-connecting service with Middlesbrough.

When the remainder of the buses are delivered, the corporation will be able to increase from 15 minutes to 10 minutes the headway of at least six routes.

Of the present fleet of about 100 buses, 40 are engaged on workmen's daily services. Peaks occur on Wednesdays (market days) and on Saturdays, when every available bus is pressed into service to deal with the football crowds. These special services are maintained only by using 19-year-old Leyland petrol-erigined double-deckers..
