Vasa proposes OCRS calculation changes

By Roger Brown VOSA IS PROPOSING to make changes to the way Operator Compliance Risk Scores (OCRS) are calculated.

The modifications, which are expected to coincide with the new Graduated Fixed Penalties (GFP) legislation, due to come into force in April 2009, are likely to include: • Inclusion of data from operator visits by Vosa examiners • Inclusion of data from roadside dangerous goods inspections • Publication of the points system for the traffic enforcement score (part of the OCRS) • Extension of the 'red' band for roadworthiness and nonmechanical offences • An increase in the 'green' band linked to non-mechanical (traffic enforcement) offences Vosa is also looking at developing a vehicle risk score for non-British vehicles using the system that is currently in place for domestic trucks.

Operators are rated from 0 to 10, with red representing higher scores, green representing lower ones and amber in the middle.

An operator with a red score is more likely to be checked than an operator with a green one. Peter Lamer, managing director at Suckling Transport, comments: "The inclusion of the roadside dangerous goods inspection to the points system will directly affect Suckling Transport because we specialise in that field. It places a greater burden on firms, and raises the bar for dangerous goods operators."

According to Vosa there is not a complaints procedure for OCRS scores, "because it is considered that the system is fair,". However, the Vosa website does states: "There is potential for incorrect details to be shown against your operator licence. If you think there are any discrepancies, these should be reported to the Data Services team."
