Which of the following most accurately describes the problem?

Drivers and operators have been subjected to the latest multiagency purge in the form of Operation Mermaid. Many in the industry are asking if these multiagency operations do anything more than catch drivers who are working on the dole. Do they really do anything to improve standards in the industry, or more importantly to catch the unlicensed operator? Is there any significant increase in PG9s leading to the revocation of the licences of unscrupulous operators? More importantly, do highprofile operations of this type trap the cowboys? The Parliamentary Committee on Road Safety made recommendations many months ago. Few, if any, have been acted on. When will we ever see Traffic Commissioners given the powers of the Customs and Excise to seize and confiscate vehicles of un-licensed operators? Perhaps when the Traffic Commissioners are also given revenue raising powers...
