Which of the following most accurately describes the problem?

THE SCOTTISH Development Agency's plans for a distribution centre at Bellshill, Lanarkshire, are expected to be released in detail later this month.

Consultants' recommendations on the next steps for the proposed development of distribution activities and a "food park" for the food trade at Righead Industrial Estate, in Bel !shill (CM, July 17) are understood to be nearly ready. They form part of the SDA's endeavours to broaden the industrial base of the Motherwell district, which has suffered from the near collapse of its steel industry.

The SDA is keeping quiet about the recommendations, but it is rumoured that a more ambitious plan now being considered is for a road/rail freight interchange a few miles further east at Mossend.
