Which of the following most accurately describes the problem?

ALL wholesale bread bakers in the area have been notified by the North-Western Food Division, Manchester, of a cut in the petrol, allowance by one-fifth, unless they be in a position to prove that the saving effected by the Food Transport Order, 1941, does not equal this amount. Details are now called for from operators under two headings; (a) prior to registration, (b) subsequent to registration, in respect of the number of vans, number of calls, area and mileage covered, and •petrol consumed. An operator who is dissatisfied with the decision of the Distriet Transport Officer can appeal to the Divisional Food Office.
