Which of the following most accurately describes the problem?

THREE-QUARTERS of the UK's operators believe the government should come up with an alternative to its abandoned Lorry Road User Charge scheme, according to the latest CM/ Michelin Business Monitor.

Only 44% of operators say they are disappointed with the government's decision to scrap the scheme but the majority support an alternative way to charge for eign vehicles ahead of universal road charging which is not scheduled to start until 2015.

Operators' suggestions include charging foreign trucks a flat fee of £5 as they come through our ports and giving UK operators a fuel rebate to create a more level playing field.

John Budge from Thorny, Somerset-based John Budge Haulage, says:"I didn't think LRUC would work as it was too expensive and too difficult to implement.

-The government now needs to find a new way to charge foreign vehicles for using our infrastructure as we are losing a lot of business to them.

"We simply can't compete when they have such cheap fuel and we are paying over 90p/lit," Budge concludes.
