Which of the following most accurately describes the problem?

HHaving read your article on Ithe problems with block booking tests with the DSA, it amazes me that CM is giving so little to the LGV readers (CM 7-13 July).

The Association of Training Providers (I am secretary for the South-west area) has been working to obtain written proposals from the DSA in order that a nationwide agreement can be reached. However, we have continually met a brick wall as to extracting any details over the exact system it proposes to implement after 1 October 1994. This can only confirm to me that the USA and its controlling members have decided to sell off the system, and have completely forgotten the portion which makes a profit, yes a profit, the WV training system.

Myself and other training providers are taking legal action to apply for judicial reviews on the basis that there was no consultation. It will place the industry under considerable strain, and this in turn will result in job losses, candidates not being able to book holidays, and not being able to book re-tests in less than 28 days. The list of implications is endless, Bearing in mind the state of the economy, and the shortage of jobs, we, as training providers, have people literally walking off the street who wish to undertake LGV training. We currently have a system which enables them to take the medical, apply for a licence and undertake the tuition all within 21 days. This enables them to apply for employment which in turn will take them from the dole queue.

It has taken us years to perfect this system and now without consultation the DSA will destroy it at a stroke.

However, The Association of Training Providers, which was formed by this area, will stand and fight, as it is our livelihood at stake. If it takes MO County Court Orders we will make sure that the USA knows that it cannot ride roughshod over us, A R Hall A J L Training Services, Bristol
