Which of the following most accurately describes the problem?

THE FOUR motorway service areas around the M25 London Ringway have now been chosen — they are to be at South Mimms, Thurrock, Westerham and lver.

Transport Minister Lynda Chalker said the South Mimms service area would remain the focal point of the M25. The existing facilities, largely for lorries, would be improved and extended to cater for cars.

It was decided to put a service area on the northern side of the Dartford Tunnel, which would be away from the Tunnel Plaza. On the southern side a suitable location had been found at Clacket Lane, while in the west, the Department of Transport was examining with British Rail the idea of developing a site at lver in parallel with a park-and-ride station.
