Which of the following most accurately describes the problem?

• The Department of the Environment proposals to increase to 50 mph the speed limit for light vans and dual-purpose vehicles drawing trailers, provided certain provisions are met, have been accepted by the Freight Transport Association. The revised proposals for weight to weight ratio of drawing vehicle and trailer are felt to represent a considerable improvement on the Department's earlier proposals.

The Association has pointed out, however,' that as the relevant trailer weight is the weight inclusive of any load, different speed limits could apply to a particular vehicle combination, even on occasion for different parts of the same journey, if the load on the trailer were increased or decreased.

The position of the speed limit applicable to drawbar trailers generally and the 60 mph motorway limit for heavy goods vehicles are to be reviewed by the Association.
