Which of the following most accurately describes the problem?

REPRESENTATIVES of the British and Swedish Governments meeting in Stockholm have agreed the terms of two AngloSwedish agreements about goods transport by road. One will free road hauliers from the need to obtain licences or permits under the carriers' licensing system of the other country when operating in Anglo-Swedish traffic, or in transit across the other country. The other agreement will exempt road goods vehicles of either country engaged in international traffic from vehicle taxation in the other. Both agreements require ratification before they come into force.

This follows the Anglo-German agreement which permits virtually automatic granting of licences for operation between the two countries, subject to an annual quota limit.

There are 10 such bilateral agreements in the pipeline in all.
