I WONDER whether your readers could answer the following: why did the government spend millions of pounds on widening the Ml? From junction 13 it converted the hard shoulder to be used as an extra lane when traffic is moving slowly or at a standstill. But I have been on the M1 at various times between 6am on a Monday and 6pm on a weekday and gone at a snail's pace while the extra lane/ hard shoulder has remained closed. I would like to know what criteria is used to judge when it is appropriate to open the extra lane.
