Which of the following most accurately describes the problem?

• A scathing attack on Government cuts in transport spending has been delivered by the British Road Federation after the publication of the Department of Transport's annual report on Government expenditure. The report, which says that £13 billion will be spent on transport over the next three years, "disguises the knife taken to transport spending in Britain", says the BRF. "Had expenditure continued at the levels planned at the time of the last general election at least El 8bn would have been available over the next three years. The DOT has suffered the biggest cutback in its budget (in percentage terms) of any Government department over the last two years," it continues.

The DOT says that traffic grew by 2% in 1995 and predicts that from 1994 until 2000 volumes will increase by up to 18%. This will rise to up to 92% by 2025. The report reaffirms the Government's spending plans first made public in November's Budget.
