Which of the following most accurately describes the problem?

In response to your article Safety to go public?" regarding the Department of Transport suggestion to maker hauliers' safety records public, I feel that Brake director Mary Williams' naming of these records "lists of shame" is showing a negative attitude towards hauliers, which is really rather unfair as not all hauliers are cowboys. These records will obviously not be of shame to a large majority of hauliers. The problem is that when there is an accident involving an FIGAT we need to realise that the FIGV was not necessarily responsible.

While driving my car I must say I am impressed by the standard of most lorry drivers. I am sad to say it is the standard of car drivers that I find appalling—people seem to see a lorry and do the most dangerous things to avoid being stuck behind it; all sense seems to disappear for the sake of a small amount of time and a little bit of patience. We all need to respect the fact that it is obviously difficult to stop a large, loaded vehicle, even with excellent brakes.
