by Derren Hayes • The Government has released the list of waste products that are to be charged at £7 and £2/tonne under the new landfill tax.

From 1 October the tax will be charged on all waste going to landfill sites. Inert waste will be charged at .C2/tonne; active waste will incur the new£7 rate (CM7-13 March).

Hauliers specialising in construction waste and timber face paying the higher rate but following consultation topsoil and organic soils will be rated at £.2/tonne.

Industry leaders and operators alike have greeted the Government list with scepticism.

South London-based A&J Bull says the tax could cost it an extra £25 per load.

Operations manager Steve Watkins says: "This tax will rip a hole in the market and encourage fly tipping.

"Small operators won't be able to afford that price and will find other ways of disposing of it." John Thompson, transport man ager of Crawley-based soil carrier M Matthews was also unimpressed by the list: "We would be more pleased if they did away with it altogether," he says.

The Road Haulage Association points to the problem of mixed loads where even a small proportion of £7 waste means the whole load will be taxed at the higher level.

0 Waste qualifying for the lower £2 per tonne tax includes: naturally occurring rocks and soils; glass; ceramics; concrete; moulding sands and clays; clay absorbents; man-made mineral fibres such as fibre glass; silica; mica; abrasives; furnace slags; certain ashes; titanium oxide; calcium carbonate; magnesium carbonate; magnesium oxide; magnesium hydroxide; ferric oxide; gypsum and plaster.
