Which of the following most accurately describes the problem?

• Despite opposition from local residents, Transgulf Transport of Caerlon has won a relaxation in the environmental restrictions placed on its licence in 1984.

The company had asked LA John Mervyn Pugh to remove conditions restricting its operations to Sam-7pm Monday to Friday. It currently holds a licence for three vehicles and five trailers, with three vehicles and trailers to be acquired, from an operating centre on the Star Trading Estate.

Company secretary Cornelius McGlynn said that while the number of vehicles operated has not increased, there was a need to alter the conditions to enable weekend operation.

Other operators on the estate operate vehicles 24 hours a day and he has not received any complaints about Transgulf s operations.

He has accepted, however, a suggestion that operations on Saturdays and Sundays be restricted to Gam-7pm, and that the company should come before the LA if it wishes to put further vehicles on the road.

Though he sympathised with the residents, Pugh said that whatever decision he reached he has no control over vehicles not belonging to Transgulf or over noise on the road generally.
