Which of the following most accurately describes the problem?

WHEN Mr. L. S. Barley applied to wv Mr. J. R. Lindsay, North Weitern Deputy Licensing Authority, last week for a B licence for a vehicle to carry goods for Deodant, Ltd., Blackpool, it was stated that he had been using a van which he had bought and operated under C licence to deliver goods for the company, who were his employers.

Mr. H. D. Webb, for the British Transport Commission, elicited from the applicant that much of Deodant's work was formerly done by British Road Services, Mr. Barley would want a B licence only for so long as he was employed by the company. The work under C licence had been done with Deodant's knowledge.

Mr. Lindsay adjourned the hearing until April 8 for the attendance of a witness from Deodant, who were described as distributors of perfumed germicide spraying fluids, disinfectants and detergents to hotels and boarding houses.
