Which of the following most accurately describes the problem?

VV applied to the Yorkshire Deputy Licensing Authority for a B licence for a cattle vehicle, the case was adjourned For the production of further evidence. The Authority said that he had been told that the vehicle had previously worked under another licence, but no figures had been submitted about its former employment.

Mr. P. Myers, for the applicant, said that he had been employed as a driver by the manager of Otley cattle auction market, who held the licence. Because of a mistake by Mr. Hutton when negotiating the purchase of the business, the vehicle had been operated under C licence since May last.

Mr. T. B. Atkinson, for British Railways, suggested that proper evidence was needed.
