Which of the following most accurately describes the problem?

min for high tirst-tirne pass rates In the early days of OCRS, there were anecdotal reports of dealers using the test to identify defects rather than giving the vehicle a pre-test inspection. Operators with a previously unblemished maintenance record found themselves with high OCRS ratings.

Truck-makers now take first-time pass rates very seriously. Volvo, for example, says its service dealers conducted around 11,500 tests in the first six months of 2009, with a first-time pass rate of 91% -a 3% improvement on 2008.

MAN says its first-time pass rate for the second quarter of 2009 was 91.7% compared with VOSA's national average figures of 73.9% for the same period.

MANS Fleet Management package includes two core modules: eVVorkshop, used by service dealers to carry maintenance and inspection work using electronic forms, and Document Management Database, an online storage facility for all documents relating to a vehicle. There is a schedule-based inspection monitoring and alert system. MAN allows operators to configure their own online records to include equipment MAN may not be responsible for servicing, but which still need inspections for the vehicle to remain compliant.

Meanwhile, lveco dealers in the UK have pioneered the FDTEK FDInspect system under the Advisor name (Automated Distributor Vehicle Inspection Online Records). OAF is now using its own version, while Truckfile is used by Mercedes-Benz.

Scania also has its own system, and Volvo is currently developing an online record storage system.
