• Holders of restricted licences should be required to have profes

sionally competent transport managers, said North Western IC Keith Waterworth, when Rochdale conservatory manufacturer Simon Rhodes appeared before him after a maintenance investigation and a number of prohibition notices. Waterworth curtailed the authorisation on Rhodes's licence from three vehicles to one for two weeks.

Examiner Simon Coupe said he had imposed an immediate prohibition on one vehicle for braking and steering defects, an insecure exhaust and a fuel leak. It appeared vehicles were back on the road before defects were repaired. He had been told the inspection period was eight weeks but there had been gaps of up to four months between inspections.

Rhodes said he had thought the period was six weeks, but the TC pointed out that, in his licence application, Rhodes had declared a fourweek inspection period.
