Which of the following most accurately describes the problem?

I was at an incident involving a lorry carrying a hazardous load but the lorry did not carry any Hazchem labels. The driver said he did not need them because the load was going to a port for export. The fire chief at the scene agreed with the driver.

Is a vehicle exempt if it is going to a port?

If the vehicle was carrying dangerous substances subject to the Road Tankers and Tank Containers Regulations or the Packages Regulations it should have carried, respectively, hazard warning panels or orange reflecting panels.

But exemption is made for a vehicle going to a port for carriage by sea if it is placarded in accordance with the International Maritime Dangerous Goods Code, Exemption is also made for a vehicle on an international transport operation within the ADR agreement but the vehicle must be fitted with warning plates in accordance with that agreement.
