Which of the following most accurately describes the problem?

A colleague in Canada tells me compulsory haulage rates set by Ontario have been recommended to the province's select committee on highway transportation.

The suggestion came from the 215-member Sudbury Trucking Association, which indicated that government departments at the provincial, regional and local levels were paying members below the Ministry of Transportation and Communications' rate of $1'l 7.95 an hour. And that's £67 an hour.

Spokesmen for the group said there should also be certain provisions included to compensate truckers in Northern Ontario. They cited a shorter work season than in Southern Ontario, poorer roadways, delays in getting truck parts and higher fuel costs as reasons behind their requests.
