Which of the following most accurately describes the problem?

From a European Correspondent

ON Wednesday a smoke-depressant fuel-oil additive was announced by the Shell company of Belgium. This is known as Shell Antisnioke and is claimed to improve combustion in addition to reducing the emission of black smoke. It is significant that new Belgian reguiations to be introduced on January I, 1966, are expected to specify a maximum smoke limit below the 70 Hartridge units promulgated in the existing regulations. Some authorities believe that this may be as low as 50 Hartridge units.

Other claims for Shell Antismoke include improvement in the detergent and anticorrosive properties of the fuel, which promote cleanliness of the intake ducts, injector nozzles and pistons and increase the periods between servicing of the injectors and injector pump. The proportion of additive to fuel is about I per cent.

At a conference on August 24, a number of operators fully supported the claims of the oil company regarding the properties of the additive.
